Qualifications MINIMUM QUALIFICATIONS: A baccalaureate degree with twelve semester hours in any combination of GIS or GIS-related courses such as remote sensing, cartography, spatial analysis, mapping science, civil surveying, photogrammetry, CADD (computer aided drafting and design) mapping, aerial photo interpretation, physical geography, web mapping and/or computer science courses related to geographic information systems plus four years of professional level experience in using geographic information systems. SUBSTITUTIONS: Six months of experience (including college undergraduate student work) in digital mapping technology such as GIS, computer cartography, civil CADD, or digital cadastral mapping will substitute for the required twelve semester hours of specialized course work only. Two years of experience (including college undergraduate student work) in digital mapping technology such as GIS, computer cartography, civil CADD, or digital cadastral mapping will substitute for the required degree and the twelve semester hours of specialized course work. Graduate training will substitute for a maximum of one year of the required experience on the basis of fifteen semester hours with six in specialized course work for six months of experience. NOTE: Civil CADD (Computer Aided Drafting and Design) is digital survey mapping for Civil Engineering functions. NOTE: Any college hours or degree must be from an accredited college or university. Job Concepts FUNCTION OF WORK: To provide supervision and technical guidance over a unit of geographic mapping personnel in support of a GIS program or project. LEVEL OF WORK: Supervisor. SUPERVISION RECEIVED: Direct from a GIS Manager. May receive supervision from higher-level personnel. SUPERVISION EXERCISED: Subordinate staff consists of GIS Analysts. May also supervise other personnel that assist the work unit. LOCATION OF WORK: May be used by all state agencies. JOB DISTINCTIONS: Differs from GIS Specialist by the presence of direct supervisory responsibilities. Differs from GIS Manager by the absence of managerial responsibilities for a GIS program. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives. 25% Supervises DOTD Office of Planning Geographic Information System (GIS) personnel and activities, including management of GIS data generated and maintained by DOTD Office of Planning. Incumbent assists in the GIS/Cartography budget in coordination with the Appointing Authority. Incumbent manages digital mapping aspects of GIS and computer-aided drafting and design (CADD) for data input into the DOTD digital mapping environment. Incumbent supervises analysts in specialized and technical GIS software programming, implementation of new GIS technology, dissemination of GIS data maintained by the DOTD personnel for planning and implementation of multi-agency GIS projects. Oversees daily work assignments, reviews office staff performance, approves leave, documents performance evaluations, and makes employment recommendations. 20% Incumbent manages the creation of cartographic maps for use within the Department, for public distribution and Federal submissions. Maps include, but not limited to, the “Official Map of Louisiana” (Wall Map), the “Official Highway Map of Louisiana” (Tourist Map), DOTD District Control Section Maps, State, Parish and City Maps, Metropolitan Planning Area Maps, Urbanized and Urban Area Maps for Highway Functional Classification and National Highway System. Incumbent manages the requests for special projects in the form of data analysis and disbursement, map and slide creation for Executive Staff as well as other DOTD Sections and provides supervision to staff for GIS assistance through highly technical problem analysis for engineers, technicians, and various users. Supervises and manages the development and support of technical geospatial modeling and operations to perform tasks such as traffic projections, air quality control, transportation routing, technical GIS analysis for projects related to transportation data including environmental studies and intermodal modeling. 25% In cooperation with the GIS Manager and the Statewide Topographic Mapping Program Manager, manages and supervises the development and maintenance of a statewide digital geospatial database for topographic mapping with the assistance of other state agencies and departments as directed by Act 409 of 2012, amended and reenacted by R. S. 48:36. Supports development of departmental technical standards for data and project production to insure GIS project quality is met. Insures federal and state data and project standards are met. Incumbent provides input in to the scope of services, proposal advertisements and RFP review for contracts to fulfill requirements listed above and serves as the DOTD Task Manager for these contracts to assure quality of acquired GIS data to implement and manage incorporation into the DOTD Enterprise GIS system. As a representative of DOTD, plans, implements, and manages joint GIS projects among state and federal agencies to provide GIS data insuring cost effective utilization of data. Incumbent assist with the management of consultants and solution providers developing programs, procedures, training, and systems support of statewide GIS and mapping activities. Manages the maintenance and support of GIS software as well as a statewide geospatial database for distribution of GIS data through closely working with OTS Information Technology staff to support and coordinate the efforts involved in an Enterprise GIS. 15% As a representative of DOTD, incumbent serves as the DOTD expert in Enterprise Linear Reference System (LRS) development, deployment and support. Incumbent manages the systems and geodatabases that require communication linkage to other business systems within Department datasets (i.e. AgileAssets, LaGov ERP, Pavement Management, Bridge Management, Highway Inventory, and Traffic Monitoring, among others) and other Federal datasets (i.e. Highway Performance Monitoring System (HPMS), Certified Mileage Reports, All Roads Network Of Linear Referenced Data (ARNOLD) and Fiscal Management Information System (FMIS), among others). Also represents DOTD in meetings with federal, state and local agencies, the GIS industry and the public. This includes but is not limited to the Federal Highway Administration, U.S. Census, Governor’s Office of Homeland Security & Emergency Management, LA Municipal Association, Police Jury Association of LA, Metropolitan Planning Organizations and others. As a representative of DOTD, attends GIS conferences, seminars, workshops and classes. 5% Incumbent supervises the production of various types of graphics and digital or photographic slides of special purpose maps, GIS statistics and results of modeling using a variety of software products including production of high level GIS demonstrations with multimedia hardware and software. Supervises DOTD staff in complex remote sensing/image processing projects using LiDAR, aerial photography, satellite imagery, etc. Coordinates the entry and verification of transportation GIS data by using automated scripts and manual heads-up digitizing, GPS coordinate entry, and computer aided drafting and design (CADD) digital mapping for input into DOTD’s GIS. 5% In coordination with the GIS Manager and the DOTD Communications Director, assist in the management, development and recommends website information for public dissemination to deliver transportation GIS data to federal, state, and local agencies, and public and private businesses in the form of web maps and web services as well as printed maps. 5% May be required to perform other duties as necessary including, but not limited to, serving as a subject matter expert/liaison between DOTD GIS and the members of the DOTD Emergency Operations ESF-1 & ESF-3 support activities.
